Mobility for Out-of-Province Applicants
As a result of the Ontario Labour Mobility Act (2009) which supports Chapter 7 of the Agreement on Internal Trade (AIT), individuals who hold a license or certificate of registration in another province or one of the territories, are eligible to apply for an equivalent certificate of registration in Ontario as an AIT applicant. (Note that Nunavut is not yet a party to the AIT.)
The mobility legislation works on the premise that each province has the same or similar entry-to-practice requirements and, once you have demonstrated that you met these requirements in one province, it should not be necessary to demonstrate them again as you move to a new province.
The specific legislated provisions are set out in Section 22.16 through 22.23 of the Health Professions Procedural Code under the Regulated Health Professions Act (1991). These provisions allow the College to consider the applicant to have met the majority of entry-to-practice requirements for the equivalent certificate of registration that they are applying for. Note however, that the applicant is required to provide evidence that they are a member in good standing in the jurisdiction(s) where they hold an out-of-province certificate and is required to successfully complete the examination in pharmaceutical jurisprudence, approved by the Council.
