Mutual Recognition Agreement (MRA)

All provinces excluding Quebec and the three territories are signatories to the Mutual Recognition Agreement (MRA) for the Profession of Pharmacy in Canada effective July 1, 2001. The purpose of the MRA is to facilitate labour mobility of pharmacists between signatory provinces in Canada.

Under the terms of the MRA, pharmacists licensed/registered in a signatory province on July 1, 2001 are eligible to register or be licensed in an equivalent or comparable registration or license upon successful completion of the College’s Pharmaceutical Jurisprudence examination. The MRA recognizes the training already completed in the signatory province.

To register as a pharmacist, you will need to:

  • complete and submit the Pre-Registration form and current fee
  • provide evidence of good standing in your home province
  • provide evidence of Professional Liability insurance
  • pass the College’s Pharmaceutical Jurisprudence examination,
  • complete and submit the Application for Registration as a Pharmacist form and current fee
Applications from pharmacists licensed/registered in the jurisdiction of a signatory province after July 1, 2001 who are in good standing and have completed a degree program in a pharmacy NOT accredited by either the Canadian Council for Accreditation of Pharmacy Programs (CCAPP) or the Accreditation Council for Pharmacy Education (ACPE) will be referred to a panel of the Registration Committee. Successful completion of structured practical training in Ontario may be required.


Pharmacists Licensed in Quebec:


Memorandum of Understanding (MOU) with Quebec

Ontario and Quebec have signed a Memorandum of Understanding (MOU). The purpose of the MOU was to facilitate labour mobility of pharmacists between these two provinces by recognizing the structured practical training completed in the respective provinces.

Pharmacists licensed in Quebec are recognized by the MOU provided they have:
  • obtained a Bachelor of Science in Pharmacy degree on or after January 1, 1996 from a program accredited by CCAPP,
  • successfully completed the Ordre’s 15 week structured practical training internship,
  • demonstrated proof of reasonable fluency in English or French, and
  • successfully completed the Pharmacy Examining Board of Canada Qualifying Examination.
Pharmacists licensed in Quebec who do not meet these requirements may apply to a panel of the Registration Committee to determine what requirements they will need to complete.
