Registration Panel Requests


Exemptions from Entry-to-Practice Requirements

If you wish to make a request to be exempted from a requirement for a Certificate of Registration as a student, intern or pharmacist as set out in the Registration Regulations, your application will be referred to a panel of the Registration Committee. You will be notified if the Registrar refers your file to a panel and you will be given an opportunity to provide further written information to the panel. The panel will review your application and all relevant information before making its decision. Panels decide exemptions on a case by case basis. Any material that you provide to the College in support of your application will be provided to the panel.

To make a request to a panel for an exemption, you will need to submit:

  • a completed application for the appropriate Certificate of Registration as a student , intern or pharmacist and pay the applicable fee, and
  • a letter addressed to the panel of the Registration Committee outlining your request for an exemption and the reasons why you believe the exemption should be granted.
If applicable, you may also wish to submit:
  • written verification of standing from all jurisdictions in which you are currently licensed and a declaration of all jurisdictions in which you have been previously licensed,
  • a current resume detailing your experience in pharmacy to-date,
  • letter(s) from your past and/or present pharmacist employer(s) confirming your employment and providing details of your duties, performance and hours accumulated to-date, and
  • any other information that you believe would support your request.

OCP staff will notify you of the panel’s decision within 72 hours after the meeting. To act upon a panel’s decision you may be asked to provide written notice to OCP that you wish to begin your in-service training immediately and are satisfied with the decision. If the panel denies your request, you will be provided with a written decision explaining the panel’s reasons.

If you are dissatisfied with the panel’s decision, you will have an opportunity to appeal the decision to the Health Professions Appeal and Review Board (HPARB) within 30 days after receiving the written decision. HPARB is an independent tribunal for all health professions established by the Government of Ontario.
